ESSENTIAL QUALIFICATIONS

EDUCATION

Graduation from a two-year program of study from a   with  in computer science, information technology, information management or another specialty relevant to the position to be staffed. 

Notes:

  1. Indeterminate incumbents of positions in the IT Group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT Group. 
  2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
  3. At the manager’s discretion, ancombination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be reassessed for other positions for which this alternative has been specified by the manager

EXPERIENCE

This inventory has two (2) Streams: 

  • Stream 1: Manager
  • Stream 2: Senior Technical Advisor

Candidates must meet the essential experience as indicated below in order to be eligible for this inventory.

Streams 1 and 2

  • EX1. *Significant experience in providing strategic advice, guidance and recommendations to senior management (Director, equivalent or higher) on complex IM/IT issues** through briefing notes, reports OR presentations;
  • EX2. Experience leading the design, development, or implementation of complex*** IT enabled projects or IT products.

 Stream 1: Manager

  • EX3. *Significant experience in leading a multi-disciplinary team of IT specialists and supervising/managing employees or consultants, including planning, coordinating, assigning work, and managing performance.
  • EX4. Experience in the establishment of partnerships and in collaborating with internal and/or external stakeholders.

Stream 2: Senior Technical Advisor

  • EX5. Experience delivering an IM/IT service in at least one of the following areas: 
    • IM/IT Architecture or Design
    • Database Administration Support and Services
    • Application Development
    • Data Disciplines
    • Service Delivery/Account Management
    • Information Technology Service Management (ITSM)  and ITSM processes
    • Cloud Architecture or Systems
    • Cloud Platform Services - Cloud Architecture, Infrastructure, Security and/or tenet support or Systems
    • Agile Methodology
    • IM/IT Project Management
    • Relationship Management of Partnerships
    • Biometric technology solutions and Identity Management
